About Us


The mission of the California City Management Foundation is to foster council-manager relations and the well being of city managers to ensure stable and successful communities.

CCMF carries out its mission in many ways. We provide guidance on employment agreements, offer support for City Managers who find themselves in an involuntary separation situation, training and advice for individuals seeking to become City Managers,sponsors an inspirational luncheon speaker at the League's City Managers' Department annual conference, and conduct work shop sessions at other League conferences on topics related to effective Council/Manager relations.

We are constantly looking for ways to be most helpful to City Managers. We welcome your suggestions. Your donations are also important, because the Foundation can only be successful through the generosity of City Managers, Assistants and private individuals who believe in strong professional local government management.

We hope you will find this web site helpful. More importantly we hope you will do your part in supporting your City Manager colleagues and in fostering effective Council/Manager relations. Feel free to contact any CCMF Board member for information on programs or how you can assist.

Be the premier advocacy organization for City Managers and the Council-Manager form of government.

CCMF Objectives:

Education and Advocacy
  • Advocate the interest of professional city management
  • Provide education and support of the Council-Manager plan
  • Maintain a library of training materials focused on professional development
  • Provide public education of the private sector about the value of professional Council-Manager relationships
Positive Council-Manager Relations
  • Promote team building and harmony between the Council and City Manager
  • Work with elected officials to promote effective Council-manager relations
  • Provide comprehensive analysis and support of effective enforceable City Manager employment agreements
Well Being of the Manager
  • Develop materials and programs to support Managers
  • Create a variety of ways to support Managers
  • Enhance professional and financial security through programs and publications
  • Provide resources and information to the psychological and emotional well being of the Manager and his/her family
Leading the Profession
  • Support professionalism among City Managers
  • Collect and maintain information on the trends and practice affecting City Manager

CCMF 2010 Work Plan

The following goals were developed at the Board meeting on October 1st and 2nd, 2009 for the 2010 workplan.
  1. Create a kit or assistance package/program to assist City Councils with City Manager recruitment
  2. Create an informational packet for members preparing to retire
  3. Have a presence at the 2010 ICMA conference
  4. Create a welcome packet for new City Managers
  5. Continue training programs for potential and new City Managers
  6. Create additional ways to include members and corporate sponsors in the work of the Foundation/Board (potentially use project committees)
  7. Create a City Manager model evaluation form and program
  8. Continue on CCMF Marketing Plan
  9. Add information about CCMF to the weekly enewsletter
  10. Explore options for Leadership Team Building with City Council and City Manager
  11. Seek legal determination regarding Brown Act violations associated with Council meetings to develop city leadership team.
  12. Create a referral list of strategic planners
  13. Update the website
  14. Be a voice for the benefits of the council-manager model
  15. Create model packet for Council candidate and new Council Member orientation
  16. Revisit the Renaissance Event
