Each year, the California City Management Foundation (CCMF) presents two awards during the League of California Cities City Managers Conference:

  1. The “City Manager of the Year” Award highlights city managers who have gone beyond the call of duty to lead and serve their community.
  2. The “Corporate Sponsor of the Year” Award goes to a partner that has been particularly helpful to CCMF members.

CCMF President Ken Striplin announced this year’s winners at the 2025 League of California Cities City Manager Cconference. The awards were presented during the CCMF Annual Member Appreciation Dinner on Thursday, February 6.

2025 City Manager of the Year – Troy Brown

This year, CCMF is honoring Moorpark City Manger Troy Brown! Troy Brown, who has served as Moorpark’s city manager since 2018, has been named CCMF’s City Manager of the Year in recognition of his outstanding leadership and achievements. With a career spanning over three decades, Brown’s contributions have significantly shaped local government. Under his guidance, Moorpark saw the completion of key infrastructure projects. He led the adoption of a comprehensive update to the city’s General Plan, enhancing community engagement, ensuring resident input and creating Moorpark’s Long-Term Financial Plan, which will guide policy decisions for years to come.

2025 Corporate Sponsor of the Year – Burrtec

The CCMF Corporate Sponsor of the Year Award goes to a CCMF partner that has been particularly helpful to our members over the past year. CCMF’s events, resources and services would not be possible without the support of partners like this year’s winner: Burrtec

Burrtec and its sister company, EDCO Disposal Corporation, comprise the largest privately held solid waste company in California. Started in 1955, Burrtec’s vision is to provide environmental solutions and sustainable programs for their customers while responsibly handling material they collect. For over 60 years, Burrtec Waste Industries, Inc. has consistently provided excellence in service and satisfaction with a strong loyalty to the future of the communities in which they serve. Serving their communities with the “We’ll Take Care Of It” attitude is a fundamental value at Burrtec. They have a rich legacy of community involvement that extends beyond waste collection. CCMF values this partnership, as Burrtec continuously shows their dedication to the City management community.

Congratulations and thank you to our 2025 CCMF Award winners!
