The application period for the 2024 Wes McClure Scholarship and Judy L. Kelsey Memorial Fund officially closes on Friday, May 3, 2024 at 5 PM.

Through the Wes McClure Scholarship program, CCMF offers three (3) scholarships in the amount of $2,500 to graduate students attending a public or private university or college in California who are interested in pursuing a career in (or already are working in) local government. Wes McClure, for whom the scholarship was named, worked as city manager of San Leandro for 28 years. This award was created in honor of Wes’s outstanding and significant contributions to the City Managers’ Department, League of California Cities, the State of California and the city management profession.

CCMF launched the Judy L. Kelsey Memorial Fund award program in Summer 2020. Each program year, CCMF grants an award of five thousand dollars ($5,000) each to two (2) California cities/towns to enable summer internships: $5,000 will come from Judy’s estate, and CCMF will match another $5,000. NOTE: CCMF will reimburse a city at the culmination of the internship.

Eligible Judy L. Kelsey Memorial Fund applicants may apply directly to CCMF’s Judy L. Kelsey Memorial Fund page.

Eligible Wes McClure Scholarship applicants may apply by including all the elements listed below in order to be considered for a scholarship:

  1. A cover letter indicating the educational institution you are attending (or will be attending), the number of educational credits attained to date (if any), current GPA, degrees awarded (if any), colleges and universities attended (if any), and your contact information (including email address).
  2. A short essay (under 750 words) explaining why you are interested in a career in local government, the type of local government work you would like to pursue upon graduation, and any educational/work/volunteer experience you have undertaken in pursuit of this type of career.
  3. Two (2) reference letters from those who can speak to your interest in pursuing a career in local government.
